What Is California Title 24?
Title 24 is the California Building Standards Code. Part 6 of Title 24, commonly called the California Energy Code, establishes energy-efficiency requirements for residential and nonresidential buildings.
These requirements may apply to:
- New residential construction
- Accessory dwelling units
- Building additions
- Major alterations and renovations
- HVAC replacements
- Ductwork installations
- Insulation and air-sealing work
- Ventilation systems
- Water-heating systems

Do all projects require an HERS(ECC) Rater?
No. Required verification depends on the applicable Energy Code, permit date, project scope, equipment, compliance forms, and local building department requirements.
When should I contact the ECC Rater?
Contact the rater as early as possible. Some measures must be inspected before insulation, drywall, ceilings, equipment, or other construction components conceal the work.
Can my contractor perform the ECC verification?
The installing contractor completes the contractor installation documentation. Required independent field verification and diagnostic testing must be performed by an appropriately certified rater.
What happens if the installation does not pass?
The rater will identify the measure that did not meet the applicable requirement. The responsible contractor must correct the issue before the measure can be retested and completed.
How long does an inspection take?
The time depends on the project size, number of systems, required tests, site readiness, and accessibility.

What is the difference between Title 24 and ECC?
Title 24 includes California’s building standards. The Energy Code is contained primarily in Title 24, Part 6. ECC refers to the program used to oversee applicable field verification, diagnostic testing, registry documentation, and quality assurance for Energy Code compliance.
